In 2021, Luis Fraga, the Rev. Donald P. McNeill, C.S.C., Professor of Transformative Latino Leadership at the University of Notre Dame, testified via Zoom at the House of Representatives Subcommittee on the Constitution, Civil Rights and Civil Liberties hearing on “The Need to Enhance the Voting Rights Act: Practice-Based Coverage.” He is a Professor of Political Science and Director of the Institute for Latino Studies. He was appointed by President Barack Obama to the President’s Advisory Commission on Educational Excellence for Hispanics in 2011. He is currently completing two coauthored book manuscripts: Invisible No More: Latino Identities in American Politics and America at Its Best: The 1975 Voting Rights Act.
